Yes, you need to connect to WiFi if you want email, games, or any downloaded products!!

Some of the streaming, navigation, or web browsing options do require WiFi connection to be used. I am not sure what you mean by an extra charge from your optimum service but there are no additional charges unless you decide to subscribe to the different service options available through the apps and features of the device.
