No this uses a specific operating system designed by the engineers at amazon. You can get a windows based tablet computer but they are much more expensive.

No, that would be against both the terms of use and be cery difficult. You may perhaps be able to use an app And operate a licensed Microsoft device via Remote Desktop on the tablet. I have not tried this.
