It does require you to sync your account so you have to be connected via WiFi for it to work. I’ve had success switching from my kindle to my phone just by syncing to the last page read.

You'll still need a WiFi connection for the Kindle, or any sort of internet connection on a device like your phone. You can force the Kindle to sync by swiping down from the top of the screen and selecting the 'Sync' option. I hope that helps, have a great rest of your day!
