• the only time you can buy a kindle without special offers is from amazon themselves. the special offers are only up when the screen is in rest mode and you just swipe to unlock.

• From my experience, it depends on the one you choose. The Paperwhite comes with both choices as I shopped. The one without the special offers is more expensive.
