Yes, I use Libby all the time. From my phone I go to the shelf, and click read with Kindle, and then it asks me to sign in and then delivers the book to the Kindle. Not sure in the highlighting.

Where you left off last night is readily available on any other kindle reading platform such as your phone and tablet including highlighting & underline. Stuck in the waiting room? Pull out your phone, open the kindle app and continue from where you left off last night. When you get back home? Yep your reader is already synced.
