While connected to WiFi you can download books. When not on WiFi you can read the books you have downloaded.

Currently the only model of Kindle that features a free cellular connection is the Kindle Oasis, there is no current version of the Paperwhite that has the cellular connection. You can still connect your Paperwhite to a hotspot or public WiFi network while travelling in order to download new purchases and sync your reading status across devices.
