It is with special offers. Best Buy doesn't offer kindles without them. I called amazon to check if they can be removed after purchasing and under one of the menus is a link to do that. You just pay $20 with whatever payment method you use on amazon and then they are gone.

However, that might not necessarily be the case. I recently bought the newest Paperwhite (4GB) for $119.99 in-store and it didn't have Special Offers despite the item number from the box leading to the Special Offers version at Amazon. I'd love a definite answer either way on the Special Offers on the Voyage.
