So whichever ( Fire Stick Or TV) power cord you will connect to Smart Plug it will turn On/OF that device. Once plus is setup, you can name the plug in Alexa app as TV, Fire Stick and just say Example turn ON TV , Turn Off TV. I would recommend contacting Amazon customer support and I think they should be able to assist setting up the smart plug if needed. I hope I was able to give some clue.

The TV needs the plug since most do not come with the software built into them and do not have Wi-Fi and or networking built into them. However if you do have a smart TV then you can use the plug anything in your home that plugs into a socket without having it be smart enabled or networked. I have a two year old cheap box fan plugged into my plug. When I say Alexa turn off the plug it will turn off the power of whatever is plugged into it. I hope that the helps answering your question

If the fire stick is powered via usb and your tv has a USB port you can power it through your tv and control the power on both devices at the same time.
