No, the Alexa app and the Echo Plus are all you need. I use an Echo Show that also has the same built-in hub, and it works fine - set up with the Alexa app.

If you have the Alexa app on your phone, etc, no you don't. It directly connects

No. The only app you need is the Amazon Alexa app to control the Amazon Smart Plug.
