Yes. If you have Windows 10, you should be able to see a taskbar icon for the Microsoft Store. It looks like a little shopping bag with the red/green/blue/yellow Windows logo. If you open that up, you can search for Alexa in the Microsoft Store.

Echo device setup is not currently available in the Windows 10 Alexa app. But you do other stuffs like check your calendar, create lists, play music, answer questions, read the news, control smart home etc.
