Yes, if purchased after 9/30/19 to 12/31/19. Best Buy will email you the codes you need to be able to download the game you choose through AMD.

I currently have been having issues with receiving a working code. best buy said they cannot help me further and turned me to amd for support. still waiting on amd to let me know if they can resolve the issue.

Yes, currently, if you buy the Ryzen 7 3700x, you will get to choose either Borderlands 3 or Outer Worlds.

No it doesn't but the be fair it doesn't come with any CPU besides the 3800x or the 3900x. I bought a 3800x from Best Buy the beginning of September and am in the same situation.
