• No. I bought Enermax ETS-F40 ARGB CPU Air Cooler, 200W+ TDP for Intel/ AMD Universal Socket. It keeps it cool and very quiet. Came with jedi survivor though.

• No, most CPUs at this level require higher level fans or AIO (all in one) liquid cooling. You can get a decent higher level fan cooler for $40-$80 bucks.
