Yes it does. I have a Note 8 and ir shows "Fast Charging" when I'm using this.

It definitely activates the fast charging feature on my Pixel 3XL (USB-C), which is awesome. Not sure if it'll do the same for Samsung phones. You'll have to contact the manufacturer and ask or buy it and test it out.

I would say no. My Galaxy S10 plus lights up the words fast charge when I put it on the wireless charger, but not when I plug this in while I'm in the car. It does charge faster than my previous quick charger but I don't think the fast charge feature kicks in . that being said it probably charges as fast as my wireless fast charge unit which is slower than directly plugging it in at home
