Which "3rd generation" iPad Pro do you mean? The 2018 A12X-based 12.9 or the 11" M1-based iPad from 2021? The answer is "maybe, but I doubt it." The issue is the USB-A spec, and just how much power the port you're plugging it into supports. The 2018 and 2020 models came with an 18W USB-C charger, and most USB-A chargers pull 12W or less. You're far better off finding a 20W USB-C charger like the mini one Anker makes, and using a USB-C to USB-C cable. Then you're sure to get a good charge.
