• It does both charging and data, the latter at 5Gbps. I use mine to connect a 2013 Mac Pro to a Dell monitor's USB-C port to access the internal KVM. Works like a charm.

• All charging cables can be used to transfer data... It will not work for thunderbolt connections however.

• It can be used for both charging and transferring data since it's a USB A to C cable. It works both ways.
