“My phone and the device are pairing but the Roav won’t play anything on my radio. I’m choosing the same “white noise” station and have tried multiples. I never heard a voice say “pairing” or “pairing successful “ What am I doing wrong??”

Try different stations. Mine did the same thing and it took a while to get a station that works. Still don't hear a voice though but it syncs just fine.
