A cigarette lighter does not transmit data. The only way you can use Android Auto or Apple Carplay, in any circumstances, is either when your phone is plugged directly into the car's specific "data" USB port, or if your car has wireless Android Auto/Apple Carplay, you do not need a wire. You cannot use this at the same time as wired Android Auto/Apple Carplay, only if you have wireless connectivity for those in your car.
