“I live in a downstairs apartment with only north and east facing windows , the towers are to the south , southwest from me roughly 15 to 20 miles away. I'm not allowed to install anything outside. Would this antenna work?”

It should work. You might have to try several different positions around the room to see where you get the best signals. I'm able to pick up stations that are over 50 miles away with it mounted in my house near the first floore ceiling.
