“My power flickered and when it did, my pc shut off and restarted. Isn’t the surge supposed to prevent this? My monitor and tower are both plugged into the surge part. It is powered on, green light not flashing.”

You want to use the Battery side for devices to have Uninterruptable power. The Surge side just acts like a surge protector/power strip and will not keep a device going when the power from the wall "flickers"
