That’s pretty warm, I’m in Alaska, so heat isn’t an issue for me, I think it would be fine, placed on the concrete floor

If the 95 degree temp you report in your question is the max the device will ever be exposed to, then there will be a margin of only 9 DegF. Normally, I would be more comfortable with a bigger margin, say around 15 degrees. But I suppose any margin is a valid margin. In addition, the Specifications also state that the Operating Relative Humidity range is 0 to 95% Non-condensing. If your garage environment will expose the APC device to an excessive operating temperature or a sufficient amount of condensing humidity, there could be a chance that: 1. A thermal shutdown of the APC device could occur or 2. Moisture could collect in the device and cause an electrical short between conductors of the internal circuitry. These situations could: 1. Trip the fuse or circuit breaker protecting the outlet used by the device 2. Render the APC device unable to maintain the charge of the internal battery 3. Render the APC device unable to surge protect, or maintain power to, the attached Fiber Input Controller unit 4. Or result in a premature breakdown of the device necessitating its early replacement before its specified Average Lifetime of 3 to 5 years. Ultimately, you will have to determine how much you are willing to risk. At the very least, operating the APC device in an environment with temps and humidity beyond its specifications will probably "void the manufacturers warranty...", leaving you with no recourse in the event of a breakdown of the APC device or the Fiber Input Controller unit. Good luck.

However there is a chance this may cause the batteries to fail in the UPS prematurely since 95F is a close to the max temp range. Here is a knowledge base article that would explain more information on that as well. https://www.apc.com/us/en/faqs/FA158934/
