“Will I be able to use this cable for data transfer from iPad Mini 4 to a laptop computer? Apparently (from previously answered question by someone else) photos and music files will transfer over... But, will text files from the “Notes” app transfer also?”

On any Mac yes PC no.

It can connect a laptop and a mini. I'm not sure about the text files transferring, but were there's a will there is a way.
