Wi-fi vs. Wi-fi + Unlocked is telling you that the Ipad does or does not come with a cellular card or card capability. All Ipads have a wi-fi capability built in, however, if one is intending to use the Ipad as a phone also, then it has to have the chip, software, and app to access the cellular phone networks. Further, if the Ipad is loaded with the proprietary hardware/software for one particular cellular phone carrier, such as AT&T, Verizon, etc., the Ipad is said to be 'locked'. If the Ipad is loaded with the basic software/hardware for cellular phone service but is not tied to one specific carrier, then it is considered as 'unlocked'.
