There are basically two versions of Ipads, one has Wifi and the other is with Wifi + Cellular. The version with Wifi only allows you to connect to your local (or any) Wifi network through which you can access the internet - without Wifi the Ipad becomes just a glorified Etch-A-Sketch. The version with Wifi + Cellular allows network access PLUS allows you to use the Ipad as a cell phone by connecting through a cellular service carrier such as AT&T, Verizon, Sprint, etc. Wifi+Cellular is more expensive since it has additional software/hardware built in to give that cellular network access. This version has two subdivisions, 'Locked' and 'Unlocked'. Locked means it is preloaded with the software/hardware to a specific cellular provider, whereas Unlocked means it has the basic software/hardware to access any cellular provider once one signs a contract with that provider.
