“What does it mean “with WiFi “? Wouldn’t all iPads be WiFi capable?”

• Yes, all iPads are WiFi capable. Some models are also available with cellular capability (at extra cost) like the iPhone (or equivalent) to access the internet when you are not in range proximity to a wifi router. It allows remote or roving cellular connection for data access if so equipped and the user has compatible cellular service, like Verizon or ATT, The cellular equipped models can connect to a WiFi router when in range, or a cellular connection when not in range of a WiFi router. The "WiFi capable" models are only able to access the internet when in connection range of a wireless WiFi router. Both WiFi capable models and cellular models will allow using apps (applications) (i.e. all iPads) that do not depend on internet connection anywhere, within WiFi router or cellular range or not,
