• Both wi-fi and cellular are available. These are usually specific to your carrier. We opted for only the wi-fi capable iPad.

• This model does not had LTE, and is wi-fi only. I would suggest getting an LTE version through your carrier or the Apple store if that's the route you want to go, otherwise the Wifi version is great especially when tethering is available with the iPhone.
