If you buy the full price version it would be unlocked. The discounted price of course would require a contract. That applies to the version with cell access capability. If you buy the wi-fi only version then the question does not apply. As far as prices being final. once you choose the pickup place or shipping destination then the associated state tax should be added, the same way as if you went to a store to buy the item.
