Can it be used as a phone also null

I’d say it’s similar, but not exactly the same. Like one specific feature an iPad doesn’t have that an iPhone does is the call feature. You can FaceTime from an iPad but you can’t do a regular phone call.

If you are signed in to your Apple ID and you have an existing phone number tied with it then you can use it to take calls as long as there's a wifi connection. I haven't made regular calls but you can FaceTime and text from it.
