No. This iPad is only compatible with WI-FI. If you want your iPad to connect to a carrier, Then you might want to get the Cellular version of this iPad. Make sure the iPad is Cellular + Wi-Fi.

Yes: and I would suggest the following. If you create your own hotspot via your phone - first do so when at home. I.e: Set-up your hot-spot and Password (a Very secure one of 15 alpha numerics at a minimum) to include connecting your device (and remembering it) while home. Turning on and connecting to a hotspot in a public place (Starbucks) while needing to type in a password - exposed both your phone and your device to intrusion from nearby hackers during the connection process. Beware.. do it first from home. Good luck!
