Obviously you are asking for passengers not drivers. If your car has WiFi or you download videos or apps that do not require internet service. Another option is to use your phone’s hotspot to connect to the internet.

Then no you can't. You need a GPS chip in the device for that, this WIFI only model does not have GPS. The iPad Air that has both cellular and WIFI connectivity has a GPS chip and also the cellular connection, so you can use it in the car for navigation. But, it costs a lot more and you usually need to pay more for that cellular connection. Some carriers (e.g., Google Fi) allow you to add cellular devices to your account for no extra cost, but most will charge you extra per device. The WIFI models have approximate location based on the WIFI connection, but even if you live in the city with a lot of WIFI around, it is not accurate enough to navigate with.
