“Almost certain the answer is no but don't want to risk it. Buying as a gift and want the person to have the option to use cellular but they may choose not to incur the extra cost. Assume they can do everything they want as long as they have WiFi. Right?”

If you do not need the cellular, you do not have to activate it. I have an older cellular iPad that I only use on WiFi.

Please try again later.So thing is if you go for the Wi-Fi only model you will never have the option to insert a sim card into the tablet since it simply wouldn't have a sim card slot. The iPad could still connect to any Wi-Fi just fine, but you wouldn't be ablet to get mobile data on this tablet going for the Wi-Fi only model. So, if you want a device that could also utilize mobile data I'd suggest going for the Wi-Fi/Cellular version. Now what they could do is allow their tablet to connect to a hotspot off their phone to get online but that would be the most they could do. I hope this helps
