“It says comes with Wi-Fi so is it built in or do u pay for the Wi-Fi if you don’t have it ?”

I am assuming that it has WiFi connection as it is working.

So you can connect it to your home wifi, cellphone hot spot, wifi at work, etc. I believe you are referring to "Cellular". When the iPad says "Wifi and Cellular" it means you can either use it on wifi only or pay a service fee with service carrier do that your pad always has service/wifi. It means it is capable of doing both options.
Sorry, there was a problem. Please try again later.The capability to connecting to WiFI is built in but you must find a wifi provider. If you already have home internet, just connect to it. If not, you can find a free wifi source - a coffee shop, a guest network in a building, many places. If your phone has the capability to set up a hotspot (and plenty of data) you can use the hotspot. So the iPad will readily connect to wifi if a wifi source is available. Some iPads models can have their own phone line which also gives you the same internet connection as your phone does.
