The basic iCloud account (free) is probably not enough storage to transfer your photos over, but if you use iTunes on Windows or just connect to a Mac and you can backup and recover through a Mac or PC. If you are a Windows user, you would need to download iTunes and the iCloud app (both are Apple apps available in the Microsoft "store").
