• They all can use WiFi, but if you get the unit with a plan, you can have the internet anywhere there is service

• Not all iPads are cellular, some just have wifi, but in most instances, you can connect to wifi or a hotspot if you don't have an iPad with cellular. If you need data on the go, or updated GPS or maps, you may want a cellular model.
