Yes, using the Files app on the iPad you can access files saved to a USB-C flash drive. If connecting a USB-A flash drive use the USB-C to USB-A adapter. (sold separately)

Yes, but only specific ones that are compatible, and it has to be through an APP. However, I don’t think it can be used for back up. I hope this helps
