You can make and receive calls on this device if you have an iPhone and use FaceTime. Your phone will still be your main cell phone device. I use my iPad to respond to text messages on iPhone.

The pencil is not included, it can be purchased separately however.

This Ipad is not a phone, but there are some apps that can give it some 
limited features like a phone including wifi calls.

If you need a phone, take a look at the iphone pro max. Best Apple phone to date.

The pencil does not come with the iPad. I’m not sure on the phone calls, though. You can FaceTime Audio and iMessage people with iOS devices, but no one else. If you have an iPhone, you can forward SMS messages from your phone to iPad. You CAN make and receive calls IF you have an iPhone to link it with.
