Some cellular services are tied to a specific vendor, e.g., T-Mobile, Verizon, AT&T, etc. You are stuck with that service, good or bad, for the life of your product. With "unlocked", which I think is the **ONLY** way to go, you get all the value of the phone or tablet, and should you decide to switch to a different supplier, you take your phone or tablet with you to the new service. Sure, the locked phones cost less. But you are stuck with them, and if you decide to switch services, you will find that they make very good paperweights, but have little other value. I consider "locked" phones a monopolistic method of mistreating the customer. If your service is good, you don't *have* to worry about the customer switching.
