You can USE external storage. You can not ADD storage. It has a single usb-c port to connect through.

For photos and files, yes. You can put a usb c flash drive inside and store photos and files on it. I believe other storage mediums work too, not just flash drives. You can’t run programs off an external device with any iPad.
