No. GPS works fine without cellular. I tested it, however, I don't walk around and use the iPad as a navigator, but when I do, it works fine.

It has Apple Maps functionality, but if you choose to use it for navigation as a GPS it would need an Internet connection to do so. You can use it with the mobile hotspot feature from a cell phone and have the feature, but for the slight price difference, I'd just get the cellular model if connectivity on the go is something you're interested it. You can always activate the feature for a month at a time when needed for travel or what not and have it turned off when not needed.
