No. If you want to be able to activate cellular usage, later down the road, you must buy an iPad with cellular capabilities. :)

Unless you know the carrier you will want to use down the road, I would suggest you either use the option of a hotspot on your cell phone or buying a portable hotspot that you can use with multiple devices. I have owned iPads with cellular and those without, and I prefer the WiFi only version better than the cellular model

I had this question too when I was shopping and learned from the Apple website that the options are cellular with a specific carrier, cellular that can be activated as needed, and totally non-cellular. The best price listed is usually cellular with Verizon, but it seems like the savings is lost in the 2 years of monthly data fees plus the activation fee required for that deal even if you are adding it to service that you already have. I also read that you can use your iPhone as a personal hotspot for your non-cellular iPad. Haven’t tried it yet but I will occasionally need to do that when I don’t have an internet signal.
