When it’s locked it means that you can only use it with that carrier. So if you buy one for Verizon you can only use it with Verizon. If you get the one that is wifi locked you can only use it with WiFi.... if it’s unlocked you can use it around the world

I think what they mean is when you buy a cellular locked iPad, you have to choose the iPad with a specific built in cellular carrier as opposed to an Unlocked iPad, you can choose your own cellular carrier sim card and insert it yourself.
