• The only difference is that one is exclusively wifi, and the other has the ability to be tied to a carrier (Like AT&T or T-Mobile). It is an extra charge to have it added to your monthly data plan, and I just use my cellphones hot-spot if I ever need it.

• Yes. The iPad Pro with Wi-Fi will not work from cell towers. It must have a Wi-Fi connection. The version with Wi-Fi plus cellular will work just like a cell phone. Cellular service for the device is required.
