No, you only need a plan if you want to. I don't have any.

Sorry, there was a problem. Please try again later.It works both ways you can add it now or later but you’ll have to go through your cellular. When I purchased it I thought it has it automatically but it does not it just states that it can run off either WiFi or Cellular.
