“What does it mean when you select carrier as Wi-Fi? I don't want to buy it with any carrier, I just want it to connect it to the internet from my home or work.”

You can connect to any WiFi that you select, you are not committed to any one

That’s what that means. I bought the WiFi only iPad mini 5 to only connect to WiFi. You’re making the right decision!

Wi-Fi is not a carrier. That is the means to connect your device to the internet (ie. your home router). With Wi-Fi you can connect your device anywhere that offers it. (ie. a friends home, coffee shop, hotel, etc).
