A:Answer You do not have to have your iPad connected to your cellular service in order to be able to access the internet and streaming services. As long as you have access to Wi-Fi (in your home, in a friend's home, at the coffee shop, in the doctor's office) you will be able to access the internet on your iPad. You just need to connect to those wi-fi accounts which in most instances will need a password to connect. (And sometimes you will be advised that the wi-fi you are connecting to is not secure....)
However, the cellular service will enable you to use your iPad anywhere, even if Wi-Fi isn't available. So, if you are traveling in your car, your iPad will connect to the cellular service for your provider in that area. Just as your phone automatically connects to the cellular network for your provider as you go from town to town, your iPad will do the same thing. But, if you are in your home, or a friend's home, hotel, etc., it is best to connect your phone or iPad (or laptop or whatever) to their secure Wi-Fi. I believe that this also saves your cellular data usage...
