Yes, one or more can be paired separately. I bought two 4 packs and gave away 2 tags to 2 different friends. They love them.

Yes. they are associated to an apple ID - in other words the account you have with apple. during setup you pair the accessory to your apple ID, so as long as everyone has their own apple ID, you can distribute to each person. It's a little trickier if the Apple ID is shared, which is common.

Yes. Just have the individuals register the AirTag with their iPhone/iPad. Personally, I have 2 registered with my wife and 2 for me.
