No fee and the battery is replaceable (confirmed by review in the New York Times today). The iPhone will warn you when this is required.

No. It’s not a GPS tracker (which requires a fee), but relies on your own Bluetooth connection to locate it; app shows last known location if you walk away from it (or last location answer persons cell phone passes by within range).
