• No, it cant because AirTags get the signal from iPhones to locate where the airtag is at.

• You would have to create an Apple id and go online to use it.. no app for Android that I’m aware of

• These work with the Apple 'Find My' app - I would suggest looking for that in the Play Store and I imagine if you can download the app, it should work. But it could be more dependent on the technology within the devices. I'm sure you 'did the Google' before asking this here?
