• Yes all phones will alert you that there is AirTag nearby.

• No it won’t tell you who it belongs to

• You will be notified if you have an Apple Phone that the tag is in the area or car.

• Not sure you'd be able to find out who was tracking it, but you'd receive notifications and are able to make the AirTag play a sound so you can find and remove it.
