YES. GPS and WiFi operate on totally different radios; so one does not depend upon the other. WiFi and GPS may use the same interface card with partitioning to separate the two functions. An iPAD without cellular does not have a built in GPS; so to use the GPS you will need to purchase a separate GPS external receiver and antenna.
