Hi there! Yes, the internet can only be accessed when it's connected to wifi of some sort. Nonetheless you can utilize the hotspot feature on your phone if your carrier and plan support it and establish a connection that way while you're in the car etc

HOWEVER, if your cell phone has a Mobile Hot Spot, you have the option to tether the iPad to your cellular "hotspot"; which would give it a mobile wi-fi connection; therefore enabling it to work "on the road". Note: How good of a connection using a tethered wi-fi hot spot will also depend on your cellular service/carrier serviced area and I would also verify how much mobile hot-spot data is included in your monthly service plan, so you can avoid any additional data overage charges.
